A Fiji conference budget has four blocks: venue and delegate services, accommodation, transport, and production. The lines that blow budgets are rarely the big ones. They are the tax stack, the transfer waves, the wet-weather contingency and the freight on anything you ship in. This is the full template, line by line.
The number that changed everything this year sits in the tax line. From 1 September 2026 Fiji applies a new Tourism Services Tax of 5% on top of VAT. If your budget was built before September, it is understated.
What taxes apply to a Fiji conference in 2026?
Three numbers matter, and two of them are commonly wrong in circulating advice.
| Tax or levy | Current rate | Applies to | Status |
|---|---|---|---|
| Value Added Tax (VAT) | 12.5% | Most goods and services | Reduced from 15% on 1 August 2025 |
| Tourism Services Tax (TST) | 5% | Tourism operators above FJ$2m annual turnover | New — effective 1 September 2026 |
| Service Turnover Tax (STT) | — | — | Abolished 1 August 2020. Do not budget it. |
| Environment & Climate Adaptation Levy (ECAL) on prescribed services | — | — | Repealed 1 April 2022 on services |
| Airport Departure Tax | FJ$140 | Departing passengers | Normally collected inside the airfare |
The Fiji Revenue and Customs Service budget summary for 2026–2027 states it plainly: "A new TST will be introduced at the rate of 5%. It will apply to tourism operators above the $2 million threshold and will be effective from 01 September 2026."
The practical effect is that accommodation, food and beverage, activities and other eligible hotel services supplied by a major Fijian resort now carry roughly 17.5% in combined VAT and TST. Suppliers under the FJ$2m turnover threshold sit outside TST, so a small local caterer or a village-based activity may be taxed differently to the resort next door. That asymmetry is new and it is worth asking about line by line.
One honest caveat on ECAL. FRCS's own consolidated Environment and Climate Adaptation Levy Act 2015 shows the services provisions repealed from 1 April 2022, but at least one Fijian law firm still publishes ECAL as live at 5% on prescribed services. Sources conflict. Treat ECAL as repealed on services, confirm with FRCS before you sign, and make your supplier state on the quote exactly which taxes they are charging.
Why can't you benchmark a Fiji day delegate rate?
Because no Fijian resort publishes one. We searched every major conference property in the country. They publish capacity charts in detail and prices nowhere.
That is not evasiveness so much as market structure. Fiji is a quote-on-request destination, and rates move with season, room block size, length of stay and how much food and beverage you commit to. It does mean two things for your budget:
- You cannot build a credible first-pass budget from published data. You need real quotes before the number means anything.
- Any figure you see online presented as "the Fiji day delegate rate" is either someone's old quote or an invention. Treat it accordingly.
Our own per-delegate cost analysis works from quoted structures rather than published rack rates, for exactly this reason.
What are the venue and delegate service lines?
| Line | Basis | Notes |
|---|---|---|
| Main plenary hire | Per day | Often waived or discounted against F&B and room-night commitment |
| Breakout rooms | Per room per day | Count them against your programme grid, not your headcount |
| Day delegate catering | Per person per day | Morning tea, lunch, afternoon tea — confirm what is actually included |
| Welcome function | Per person | Venue hire may be separate |
| Gala dinner | Per person | The single biggest F&B line in most Fiji programmes |
| Themed dinner uplift | Per person | Fijian cultural performance, lovo, decor |
| Beverage package | Per person per hour or consumption | Decide the basis early; it changes the number materially |
| Wet-weather alternative | Per event | Frequently omitted. Budget it. |
| Signage and branding | Per event | |
| Delegate materials and freight | Per event | See freight below |
The wet-weather line deserves its own paragraph. A large share of Fiji's best event space is outdoors — Hilton's Koro Lawn is 3,989 m², Shangri-La Yanuca's Rara is 1,305 m², and the beach and lawn settings are why many groups choose Fiji at all. Every one of those needs a covered alternative that can take the same headcount, and marquee hire at scale is not cheap. Ask for the wet-weather plan and its cost in writing at the quote stage, not the week before.
What are the accommodation lines?
| Line | Basis | Watch for |
|---|---|---|
| Room block, run-of-house | Per room per night | Attrition clause and cut-off date |
| Upgrade allocation | Per room per night | Speakers, board, sponsors |
| Early arrival / late departure | Per room per night | Crew and organisers, usually more nights than you planned |
| Resort or facility fee | Per room per night | Confirm whether it exists and whether TST applies |
| Porterage | Per person |
Room blocks in Fiji carry the same attrition and cut-off mechanics as anywhere else, and they are where money quietly leaks. We cover the contracting detail separately in how room blocks work in Fiji.
For programmes above roughly 300 delegates, single-property accommodation becomes difficult on Denarau and you are into a multi-property model with its own budget consequences — a shuttle loop, duplicated signage, and a second set of meeting space. That is covered in running one event across four hotels.
What are the transport lines?
| Line | Basis | Notes |
|---|---|---|
| Airport arrival transfers | Per vehicle or per person | Costed by arrival wave, not by headcount |
| Airport departure transfers | Per vehicle or per person | |
| Inter-hotel shuttle loop | Per vehicle per day | Only if multi-property |
| Offsite function coaches | Per vehicle per movement | Both directions, plus waiting time |
| Island or boat transfers | Per person or per vessel | Weather contingency applies |
| VIP and speaker cars | Per movement | |
| Crew and freight vehicles | Per day |
Published transfer pricing does exist, which makes this one of the few lines you can sanity-check before quotes arrive. Xplore Fiji publishes a per-vehicle grid by passenger band — Nadi Airport to Denarau runs FJ$50 for one to four passengers up to FJ$220 for 14 to 22; Nadi to the Coral Coast FJ$190 to FJ$800; Nadi to Suva FJ$320 to FJ$1,200. Airport Shuttle Fiji publishes per-person seat-in-coach rates: FJ$34 one way to Denarau, FJ$70 to Coral Coast hotels, on rates the operator states are valid to 31 March 2026.
Those are retail rates, not group rates, but they establish the order of magnitude — and they show why the Coral Coast and Suva options carry a transport premium that Denarau does not. Full detail sits in building a transport plan for a Fiji conference.
What are the production and AV lines?
| Line | Basis | Notes |
|---|---|---|
| In-house AV package | Per room per day | Check what the venue's built-in kit actually covers |
| Supplementary AV hire | Per item per day | |
| Staging, set and rigging | Per event | |
| Technical crew | Per person per day | Including bump-in and bump-out days |
| Recording or live stream | Per event | Connectivity is contracted separately |
| Dedicated internet link | Per event | No Fiji provider publishes an event connectivity product. Quote only. |
| Freight and customs clearance | Per shipment | See below |
Fiji has genuine in-country production capability — Encore Event Technologies Fiji and Microhire both operate here, alongside local firms including Stage Tech Fiji. What is available in-country versus what must be flown in is covered in AV and production in Fiji.
Which lines are most often underestimated?
Six, consistently.
- The tax stack. 12.5% VAT plus 5% TST on major-operator supply, live since 1 September 2026. If you inherited a budget template, it is wrong.
- Wet-weather alternatives. Outdoor space is Fiji's advantage and its exposure. Marquee cover for 300 people is a real number.
- Transfer waves. Delegates do not arrive on one flight. Budget by wave and vehicle movement, not by dividing headcount by coach capacity.
- Freight and customs. Anything you ship in above FJ$1,000 in value cannot clear at the airport counter — it is detained for formal import processing. Plant and animal products need a Biosecurity Authority of Fiji import permit. Build in time and a broker. See bringing event equipment into Fiji.
- Crew nights. Your technical crew arrive before delegates and leave after them. Two extra nights per crew member, every time.
- Currency movement. Quotes come in FJD, budgets are usually approved in NZD or AUD, and the gap between the two dates is real exposure.
What about government support?
There is none for business events. This is worth stating flatly because planners routinely assume otherwise.
Tourism Fiji operates two event funds. The Event Development Fund offers up to FJD$20,000 per event; the Marquee Event Fund offers FJD$20,000 and above. Both explicitly exclude your event. The EDF's ineligibility list includes "Any business events such as Meetings, Incentives, Conferences or Exhibitions", and the MEF states it "will not fund business events such as Meetings, Incentives, Conferences or Exhibitions".
Do not build a subvention line into a Fiji budget. We cover the position in full in is there any funding or subvention for Fiji business events.
What exchange rate should you budget at?
Quote everything in FJD and convert once, with the date stated.
As at 17 September 2026, the Reserve Bank of Fiji published 1 FJD = 0.7813 NZD, 0.6297 AUD and 0.4463 USD. The RBF does not label these as buy, sell or mid rates, and the FJD is pegged to a weighted basket rather than floating freely, so movement tends to be gradual rather than sharp — but a conference budgeted twelve months out still carries exposure worth hedging or padding.
The decision aid
Build the budget in FJD, in the four blocks above, with every line priced from a quote rather than a published figure. Then add three things most templates leave out: the 5% TST where the supplier is above the FJ$2m threshold, a wet-weather contingency sized to your largest outdoor function, and crew nights.
If you are pricing a first-pass feasibility before you have quotes, use our cost per delegate analysis for structure and treat every number as a range, not a price.
The next step is getting comparable quotes in the first place, which depends entirely on how you write the brief — how to brief a Fiji DMC sets out the RFP structure. Browse conference-capable properties by size on the capacity chart, or start with the venues in Nadi.
Tax information here is a guideline only. Rates, thresholds and effective dates change, and the ECAL position on services is disputed between sources. Confirm your position with the Fiji Revenue and Customs Service and a Fiji-registered tax adviser before contracting.
