A Pacific regional meeting is a different animal from a corporate conference, and most of the difference is not the room. It is the arrival calendar, the subsistence rates, the languages and the visa status of twenty different passports. Fiji is the obvious host - but three of those four variables have published numbers you can plan against, and one has almost nothing. Here is a 100-delegate, four-day meeting in Suva, costed from published figures only.
Why does the arrival calendar come first?
Because for several Pacific countries it is not negotiable. Published days of operation into Nadi:
| Origin | Arrival into NAN | Days |
|---|---|---|
| Apia, Samoa | 06:05 | frequent |
| Nuku'alofa, Tonga | 06:15 / 11:30 / 20:10 | frequent |
| Port Vila, Vanuatu | 20:05 | frequent |
| Funafuti, Tuvalu | 13:50 Fri / 16:55 Mon | two days a week |
| Tarawa, Kiribati | 14:55 | Tuesday and Friday |
| Honiara, Solomon Islands | 20:30 | Wednesday |
| Kiritimati | 19:15 | Wednesday |
If your delegate list includes Kiribati, Tuvalu and the Solomons, the start date chooses itself and the venue has to fit around it. And because Suva's own air access is limited, most delegates land at Nadi and then move - which on the published coach timetable hosted by Airports Fiji is about 4h30 to Holiday Inn Suva. A Honiara delegate landing at 20:30 on a Wednesday does not reach Suva that night on a scheduled service.
Settle the dates first, then the venue. The reverse order is how regional meetings lose a third of their delegate list.
What does accommodation cost, and how do you budget it?
This is where Fiji is unusually transparent, because the UN subsistence rates for Fiji are published - and not by the UN. Fiji's Ministry of Finance republishes the International Civil Service Commission's DSA circular monthly as its own per diem rates. The circular effective 1 October 2026 gives:
| Location | US$ first 60 days | FJD first 60 days | FJD after 60 days |
|---|---|---|---|
| Nadi | 235 | 520 | 390 |
| Lautoka, Tanoa Waterfront | 249 | 550 | 413 |
| Pacific Harbour | 299 | 660 | 495 |
| Suva | 326 | 720 | 540 |
| Coral Coast | 371 | 820 | 620 |
| Suva, Grand Pacific Hotel | 425 | 940 | 710 |
| Denarau, Hilton | 560 | 1,240 | 930 |
| Denarau, Radisson Blu / Westin | 610 | 1,340 | 1,010 |
| Natadola, InterContinental | 680 | 1,510 | 1,130 |
| Denarau, Sheraton / Sofitel | 740 | 1,630 | 1,220 |
| Elsewhere in Fiji | 170 | 375 | 281 |
The rate covers lodging, meals, gratuities and other expenses, including an additional 15 per cent of the average hotel and meal cost for incidentals. The survey date is 01/05/24.
Read the top and bottom of that table together, because it is the single biggest decision in the budget. Plain Suva is FJ$720 a day. Denarau at the Sheraton or Sofitel is FJ$1,630. On 100 delegates for four nights that is FJ$288,000 against FJ$652,000 - a difference of FJ$364,000 on the same meeting. For a donor-funded or member-funded regional meeting that is not a preference, it is a governance question.
It also explains why Suva hosts so many of these. The capital is where the organisations are, and it is the second-cheapest band on the list.
What does the venue cost?
The Grand Pacific Hotel is the only Suva venue publishing a full room-by-room sheet, and the only one publishing a delegate rate.
| Room | Area | Theatre | Banquet | Cocktail | Classroom |
|---|---|---|---|---|---|
| Britannia Ballroom | 600 m² | 600 | 400 | 550 | 250 |
| Britannia 1 / 2 / 3 (each) | 200 m² | 140 | 70 | 100 | 70 |
| Britannia Pre-function | 297 m² | - | - | 250 | - |
| Matua Function Room | 291 m² | 200 | 140 | 200 | 100 |
| Matua 1 / 2 (each) | 145 m² | 100 | 60 | 100 | 60 |
| Cession Room | 69 m² | - | 15 | - | - |
For 100 delegates in plenary with two breakouts, that reads cleanly: Britannia 1 or Matua Function Room as plenary, Matua 1 and 2 as breakouts, the Britannia Pre-function as your coffee and exhibition space, and the Cession Room for a 15-person drafting committee. That last room is quietly the most valuable thing on the list, because regional meetings run on small drafting groups.
The hotel publishes The Grand Finale Package, a day delegate package from $110 per person, valid 1 October 2026 to 31 March 2027, blackout dates apply. The page does not state the currency, so confirm it. Be aware too that the hotel's venue listing pages give different headline figures from its fact sheet - the listing shows 600 for the ballroom, which is the theatre figure, not the banquet figure. Get your room named and numbered in the contract.
The alternatives: Novotel Suva Lami Bay publishes Novotel House at 246m² with a banquet figure of 100 and a convention centre at 480m² with page text giving up to 300 for gala dinners - but it is at Lami on Queens Road, not in the CBD, which means a shuttle. Tanoa Plaza publishes Conference Room 3 at up to 150 theatre. Holiday Inn Suva publishes an aggregate of up to 350 delegates but a capacity for only one named room. De Vos on the Park publishes a 250-seat banquet or conference centre without naming it.
And for a formal plenary with fixed seating, the Japan-Pacific ICT Centre Multipurpose Theatre at USP's Laucala campus publishes 307 seats plus four spaces for people with disabilities, at FJD 1,000 per hour non-corporate or FJD 1,600 corporate - and free for USP bodies, government ministries, development partners and university groups. For a meeting convened by a ministry or a development partner, that is the cheapest 300-seat plenary in Fiji by a very long way. It is a theatre, not a banquet room, and it is at Laucala Bay rather than the CBD.
A worked budget, published figures only
One hundred delegates, four conference days, five nights, Suva, non-Grand-Pacific accommodation at the standard Suva band. The arithmetic is ours; every unit cost is published.
| Line | Unit | 100 delegates | Source |
|---|---|---|---|
| Subsistence, 5 nights | FJ$720/day | FJ$360,000 | ICSC DSA effective 1 Oct 2026 |
| Day delegate package, 4 days | from $110/person | from $44,000 | Grand Pacific Hotel, currency not stated |
| Departure tax | FJ$200/head | FJ$20,000 | Ministry of Finance, effective 1 Aug 2025 |
| Interpretation | not published | unknown | no provider publishes a rate |
| Visas | not published | unknown | no visa fee published in FJD |
| Air fares | varies by origin | not modelled | - |
Two observations. First, subsistence dominates - it is roughly eight times the venue line, which is why the location band matters more than the room rate. Second, two of the six lines have no published figure at all, and one of them is interpretation, which on a bilingual regional meeting can be a material share of the budget.
What about interpretation?
Here is the honest answer: we could not establish Fiji's interpretation capability from any published source.
What we can establish is the requirement. The Pacific Community's working languages are English and French, which follows from a membership of 27 including France, French Polynesia, New Caledonia and Wallis and Futuna. The Pacific Islands Forum's 18 members also include French Polynesia and New Caledonia. So a genuinely regional meeting is at minimum bilingual.
What we could not find: any Fiji-based or Pacific-based interpretation provider publishing rates or confirming capability; anything the Pacific Community publishes about interpretation, its interpreter register or procurement, because its sub-pages were unreachable; and anything the Forum Secretariat publishes on meeting languages or interpretation arrangements. Beyond English and French we verified no languages at all, so do not assume Bislama, Tok Pisin or Fijian provision without asking.
Treat interpretation as the open item in the budget. Get a written quote covering interpreters, booths, receivers, and whether any of it has to be flown in - because if it does, that is freight, customs and crew accommodation on top.
Visas: the gap you have to close yourself
The authority's exact name is the Ministry of Immigration, Republic of Fiji, at 40 Robertson Road, Suva, +679 331 2622, with applications and payments through its Immi Hub portal. Not "Fiji Immigration Department".
What it publishes: a visitor permit allowing up to 4 months, extendable by 2 months on payment; a Business Visitors Permit issued on arrival for 21 days to Australian, New Zealand, Singapore and US nationals for business, study, research, consultancy or work-related activities; and a 14-day provision under section 9(3) of the Immigration Act 2003 for nationals of other visa-exempt countries, which cannot be extended. It requires you to declare your purpose at the border on arrival. Published fees include extension of a visitor's permit at FJ$93.00 and a permit other than work or residence at FJ$650.05.
What it does not publish, and this is the problem: the Pacific section of its visa-exempted countries list is not readable - the page loads its Asia, Oceania and Pacific tab through a script that does not appear in the page itself. No visa fee in Fijian dollars is published. There is no conference or meeting permit category, and no statement of whether a delegate needs a Business Visitors Permit or a visitor permit. No letter-of-invitation requirement is published.
So on a twenty-passport delegate list, the visa position has to be established delegate by delegate, in writing, well ahead. Build four to six weeks into the timeline for it and put a named person on it.
Immigration and per diem guidance is guideline only - confirm with the Ministry of Immigration, Republic of Fiji, and with the International Civil Service Commission and the Ministry of Finance, Fiji. Tax position: VAT 12.5% from 1 August 2025; confirm with the Fiji Revenue and Customs Service. Converted at the Reserve Bank of Fiji's indicative rates for 22 October 2026: FJ$1 ≈ NZ$0.78 ≈ A$0.63, published for indicative purposes only. Last reviewed 22 October 2026.
Who is actually in the room?
Worth getting right, because people regularly place these organisations in the wrong country. In Fiji: the Pacific Islands Forum secretariat, in Suva; and the University of the South Pacific, Laucala campus, Suva, with campuses across twelve countries. Not in Fiji: the Pacific Community, headquartered in Noumea, New Caledonia, with a regional office in Suva; SPREP, in Apia, Samoa; and the Forum Fisheries Agency, in Honiara. The Melanesian Spearhead Group Secretariat does not name its city on its own site.
The decision, in short
Suva, at the standard subsistence band, with the Grand Pacific Hotel for a plenary of 100 to 400 or the Japan-Pacific ICT Centre if your convenor qualifies for free hire. Set the dates around the Kiribati, Tuvalu and Solomons flights before anything else. And close out interpretation and visas in writing early, because they are the two lines nobody in Fiji publishes and the two that will cost you most if you leave them late.
Next step: the Fiji conference scenarios hub has worked programmes at other delegate counts, holding a Pacific regional association conference in Fiji covers the governance side, and visas and entry for conference delegates goes deeper on immigration. Compare the rooms at Grand Pacific Hotel Suva, Holiday Inn Suva, Novotel Suva Lami Bay, Tanoa Plaza Hotel and the Japan-Pacific ICT Centre, or across the country in the capacity chart.
