A 150 to 400 delegate national sales conference in Fiji almost always runs the same shape: a three-night pattern, two full content days, one award night and one team-building afternoon. The budget is driven by four lines — air, accommodation, food and beverage, and production — and meeting space is rarely the expensive part.

What follows is a cost structure, not a price list. Fijian resorts quote conference business individually and almost none publish per-delegate rates. Anyone who gives you a confident per-head number without seeing your dates and your room block is guessing. What we can give you is every line you will be charged for, who quotes it, and what moves it.

What does the three-night pattern look like?

DayMorningAfternoonEvening
Day 1TravelArrival, transfer, check-inWelcome function
Day 2PlenaryBreakoutsThemed dinner or free
Day 3Plenary / workshopsTeam buildingAward night
Day 4Closing session or freeDeparture transfersTravel

Two nights wastes the flight. Four starts to feel like a holiday that has a conference attached, which is a legitimate choice but a different budget.

The pattern lives or dies on day one. If your inbound lands late afternoon, the welcome function becomes a late dinner and you have effectively paid for a night you did not use. From Sydney there are around 29 direct services a week across four carriers, so the arrival time is a choice — see flying a group from Sydney to Fiji.

Which venues actually fit 150 to 400?

Fewer than you would hope, and the published data is patchy.

VenuePublished capacityFits
Grand Pacific Hotel Suva2,361m² across 6 venues; Grand Britannia Ballroom150-400, city format
The Pearl Resort, Pacific HarbourConference centre, 300 seated150-300
Warwick Fiji Resort and Spa874m² across 3 venuesAsk; likely mid-range
Shangri-La Yanuca IslandRatu Makutu I & II, combinable; capacities not publishedAsk — 443 rooms is the draw
InterContinental FijiNot publishedAsk
Outrigger Fiji Beach ResortReef 1 & 2 combined: 160 theatre, 80 banquet; Vahavu Pavilion 100 banquetUp to about 160

Two honest observations. First, Outrigger's published plenary ceiling is 160 theatre, which puts a 300-delegate conference outside its single-room capability however good the property is otherwise. Second, most Fijian resorts do not publish room-by-room capacities at all, which means a shortlist is built by asking rather than by reading. The chart we maintain is at /capacities and the regional lists are in conference venues in Fiji.

Above about 300 delegates the room block becomes the binding constraint rather than the ballroom. How many delegates can Fiji host sets out where the ceilings are, and multi-property conferences covers the alternative.

Air and accommodation together are usually well over half the total. Meeting space is often the smallest line on the page, and is frequently thrown in against a committed room block — which is why the room rate is the negotiation that matters.

What is the tax position?

This has changed and a lot of older material is wrong.

  • VAT: 15%, applying to taxable supplies.
  • Service Turnover Tax: repealed with effect from 1 August 2020. It previously applied at 6% to hotels, bars, restaurants, nightclubs, events and in-bound tour services where turnover exceeded FJD 1.25 million.
  • Environment and Climate Adaptation Levy on prescribed services: removed with effect from 1 April 2022. It had been reduced from 10% to 5% in August 2020 before removal.

So a conference invoice today should carry 15% VAT and not an additional 5% levy on the same services. If a quote shows ECAL on accommodation or F&B, query it.

This is guideline only — confirm the current position with the Fiji Revenue and Customs Service or your own tax adviser before relying on it. Last reviewed 20 October 2026. The service-charge question is separate and property-specific: see VAT, service charge and levies on a Fiji event invoice.

Where does the award night budget go?

It is the most elastic line you have, and the easiest to lose control of.

The base cost is dinner and beverage for the full group, which the resort quotes per head. Everything above that is discretionary and compounds: staging and risers, LED or projection, lighting states, a lectern and comfort monitors, a sound system that works outdoors, entertainment, theming, an MC, a photographer, a trophy budget and rehearsal time.

Two decisions set the number:

Indoors or out. An outdoor award night is better and costs more — generator, weather contingency, a full marquee or a hard-walled backup, and an outdoor-rated audio package. Wet weather contingency planning covers what to insist on.

Local or flown-in production. In-country suppliers including Encore Event Technologies Fiji, Stage Tech Fiji, Kulawai Productions and SPR Audio Visual Fiji cover most briefs. Flying crew and kit in adds freight, carnets, accommodation and per diems — weighed up in should you fly your production crew in.

What should the team-building afternoon cost?

Less than planners expect, provided you do not split the group too many ways. Every additional activity stream is an additional coach, an additional guide and an additional timing risk.

Operators who handle conference-scale groups include ZIP Fiji and Rivers Fiji in Pacific Harbour, Sigatoka River Safari and Off Road Fiji on the Coral Coast, Cloud 9 Fiji in the Mamanucas and Team Up Events Fiji for structured programmes. More in team building in Fiji that isn't embarrassing.

Where do these budgets blow out?

Four places, consistently.

  1. AV creep. The brief grows between the site inspection and the run sheet. Lock the production spec early.
  2. Transport multiplication. Every time the group splits, you pay for the split.
  3. The award night. See above.
  4. Currency. You quote to your board in AUD or NZD and pay in FJD, months later. At an indicative mid-market rate on 20 October 2026, FJD 1 was about NZD 0.78 and AUD 0.64 — and that rate will not be the rate you pay. Either take a forward contract or carry a genuine FX contingency. Currency, FX and payment terms covers the mechanics.

The verdict

For 150 to 250 delegates, a single Coral Coast or Pacific Harbour resort will hold the whole programme, which is the cleanest and cheapest structure.

For 250 to 400, your shortlist narrows to properties with both the ballroom and the room block — realistically Shangri-La Yanuca Island, The Pearl, Warwick, InterContinental, and Grand Pacific Hotel in Suva for a city format. Ask all five for capacities in writing, because most of them do not publish.

Above 400, plan a multi-property event from the start rather than discovering you need one in month three.

Next step

Build the room block before the agenda. Send the same brief to five properties on the same day, ask for meeting space as a separate line so you can see whether it is being waived, and require every quote to state VAT treatment explicitly. Templates are in the Fiji conference RFP template and the Fiji event budget template; comparable scenarios are in Fiji conference scenarios and benchmarks.
