A four-night Fiji incentive for 60 to 80 people can be specified precisely, but it cannot be fully costed from public information. Roughly half the programme — island days, activities, spa, transfers — publishes firm Fiji-dollar rates. The other half — rooms, dinners, coaches for the whole group — is quote-only, across every major resort. Here is the programme, and here is exactly which lines you can bank.
This is the four-night build. If you have three nights, our 3-night Fiji incentive programme is the tighter structure; the fourth night is what buys a genuine rest day rather than a forced march.
Why four nights?
Because a reward programme needs one day that does nothing. Three nights forces the island day and the final dinner into consecutive slots, and your winners arrive home more tired than they left. Four nights lets you sequence it as arrive, big day, easy day, gala, depart — which is the shape people actually remember well.
It also matters for lift. Most Australian and New Zealand arrivals land in Nadi in the morning or early afternoon, so the arrival day is a half day at best. Four nights gives you three full days of programme.
The programme, day by day
Day 0 — Arrive, Nadi to Denarau, welcome function on property. Transfer time is short: Tourism Fiji publishes Denarau as "a short 20-minute drive from Nadi Airport", while Marriott publishes approximately 15.0km and "a scenic 30-minute commute", and Radisson Blu publishes 13.6 kilometres and a 30-minute drive. Plan 30 minutes, not 20. Keep the first night on property and low-key.
Day 1 — The island day. This is the photograph the programme is remembered by, and it is the most reliably costed element in Fiji. Options and published rates are in the table below.
Day 2 — The split day. Offer two or three parallel options and let people choose: an adventure track, a cultural track and a spa track. This is where a group of 70 stops behaving like a group of 70.
Day 3 — Free morning, gala dinner. The free morning is the fourth night earning its keep. The gala is your single largest unpublished cost.
Day 4 — Depart. Late checkout for the group, day rooms for the late flights.

On a 70-person programme, the costable spine looks like this: an island day at FJ$215 to FJ$285, one adventure or cultural full day at FJ$210 to FJ$349, one soft option around FJ$205, one cultural dinner at FJD 151 and arrival and departure transfers. That is roughly FJ$800 to FJ$1,000 per person of programme you can quote with a source attached, before rooms, the gala and the coaches.
What is quote-only, and why that is the real story
Not one of the eleven major Fiji resorts checked — Sheraton Fiji, Sofitel Fiji, Radisson Blu Denarau, Hilton Fiji, InterContinental Fiji, Fiji Marriott Momi Bay, Shangri-La Yanuca Island, Outrigger Fiji, Nanuku, The Pearl and The Westin — publishes a lead-in nightly rate on its own website. Outrigger publishes a from-rate of FJ$429 on a Fiji residents offer only. Everything else routes to a booking engine or an RFP form.
More importantly, no Fiji resort publishes a complimentary-room ratio. The one-in-twenty or one-in-twenty-five comp that an incentive budget usually leans on is entirely negotiated in Fiji. For a 70-person programme in 35 twin rooms, that is two or three free rooms across four nights, and it is the single most valuable thing on your negotiation list.
Two resorts do publish a group threshold: Shangri-La Yanuca Island states special group accommodation rates are available with a minimum booking of ten guest rooms, and Fiji Marriott Resort Momi Bay states an exclusive group meeting rate applies from ten or more rooms. Sofitel Fiji publishes day delegate and half-day delegate packages with a minimum of 15 guests and the rate marked "price on enquiry".
The only resort publishing per-person catering figures is The Westin, which lists a coffee break at 21, continental breakfast 29, full breakfast 39, lunch 60, dinner 220 and reception 99 — but the page does not state a currency, and Marriott's own property page for that hotel currently carries a closure alert alongside a refurbishment notice with a 2023 reopening date. Treat those figures as indicative of structure only, and confirm the property's trading status before you build a programme around it.
What about coaches?
This is the gap that catches people. Tourist Transport Fiji publishes private transfer rates up to 17 passengers and marks 18 or more as request-for-quote. TEWAKA publishes 53-seat deluxe coaches and states coach charters are for groups of 15 or more, but publishes no rate. Pacific Transport publishes ten air-conditioned coaches and no seat counts. Go Local Fiji publishes the best luggage data in the market — a big bus at 15 to 35 seats carrying a maximum of 35 large suitcases — and no rates.
So for a 70-person group you need two or three coaches per movement, and not one operator in Fiji publishes what that costs. Lock it in writing before the resort, not after. Our guide to building a transport plan for a Fiji conference sets out the sequence, and coach charter in Fiji covers what the fleet actually is.
What has changed on tax in 2026
This is the line item most 2026 and 2027 Fiji budgets have wrong.
- VAT is 12.5%, reduced from 15% with effect from 1 August 2025.
- Service Turnover Tax no longer exists on tourism services — removed under the 2020–21 National Budget.
- The Environment and Climate Adaptation Levy on prescribed services no longer exists — removed under the revised 2021–22 Budget. Only the plastic bag levy survives.
- A Tourism Services Tax of 5% commenced on 1 September 2026, under the Tourism Services Tax Act 2026, applying to qualifying tourism services supplied by businesses above the $2m turnover threshold. The Ministry of Finance has published that it applies from 1 September 2026 to 31 August 2027 and that bookings made before 1 September 2026 are not subject to it, even where the service is provided after that date.
In other words: the old "VAT + STT + ECAL" stack still quoted in older trade material is wrong. The current stack is VAT 12.5% plus TST 5% where it applies. Because TST is only weeks old at the time of writing, whether any given resort's contracted rate is TST-inclusive must be confirmed property by property.
On conversion, the Reserve Bank of Fiji published indicative rates on 21 September 2026 of FJD 1 = NZD 0.7809 and FJD 1 = AUD 0.6282. The RBF publishes these for indicative purposes only.
Where to base the group
For 60 to 80 people, Denarau. It holds a group that size in one property, it is inside 15 kilometres of the airport, and every island day above departs from Port Denarau. Sofitel Fiji publishes a Grand Ballroom at 550 banquet and 800 cocktail on its own site, which is comfortably enough for a gala at this size; Sheraton Fiji's Denarau Island Convention Centre at 1,755 square metres is far larger than you need but useful if the group grows. The conference venues on Denarau Island guide has the full published capacity picture.
If the reward has to feel remote, Pacific Harbour or an island resort will deliver a better story and a harder logistics problem. At 70 people you will be chartering boats for every movement, and your published cost certainty drops to near zero.
The verdict
Build the four nights as arrive, island, split, gala, depart. Cost the island day, the activities, the spa and the transfers from published rates and put the sources in your budget notes. Then treat rooms, the gala dinner, the coaches and the complimentary-room ratio as the four negotiated lines that decide whether the programme lands — and get all four in writing before you present a per-head figure to anyone.
