Rarotonga is faster on paperwork — three days' notice against Fiji's 21 — and it is closer to Auckland. Fiji has seven Australian air gateways against Rarotonga's two, and roughly ten distinct wedding regions against Rarotonga's one island. That trade, speed and proximity against choice and access, decides most versions of this comparison.
The Cook Islands are the quieter, smaller-scale alternative, and that is genuinely the appeal rather than a euphemism. Where the comparison gets interesting is that Rarotonga wins the legal round and loses the logistics round, which is the opposite of what most couples expect.

Which is simpler legally?
Rarotonga, and it is not a close call on timing.
The Cook Islands Ministry of Justice states that a marriage licence "may only be issued by the Registrar of Marriages three days after the Notice is given unless a Waiver is sought and granted". The fees are published: NZ$100 for the licence, NZ$75 for the waiver. You apply in person to the Registrar in Avarua at least three days before the marriage, and the licence names the place of marriage and expires after three months.
Fiji's default is 21 consecutive days of posted notice. The Registrar-General can grant a special licence dispensing with that, and Fiji's foreign affairs guidance says this route is expressly available to foreign visitors in the country briefly — but the Ministry of Justice describes it as granted "only on special circumstances", and the resulting window cannot exceed 28 days.
So Rarotonga gives you a short wait with a priced escape hatch; Fiji gives you a long wait with a discretionary one. In practice Fiji's special licence works routinely. It is still the extra step.
One real conflict, and one real unknown
On age, the Cook Islands' own sources disagree with each other. The Ministry of Justice states parties must be at least 16, with parental consent required under 21. Cook Islands Tourism's weddings brochure instead says "you must be 21 years of age, or written approval by parents is required", presenting 21 as the base. The Ministry of Justice position is the legal one, and we are flagging the discrepancy rather than picking a side quietly.
On same-sex marriage: Fiji does not permit it. Section 15 of the Marriage Act defines marriage as "the voluntary union of one man to one woman to the exclusion of all others". For the Cook Islands we could not find an official statement either way, and the Marriage Act 1973 text we read contains no gender definition. We will not guess. Put that question to the Cook Islands Ministry of Justice directly, and read same-sex couples and Fiji: the honest legal position for the Fiji side.
Documents are comparable. The Cook Islands requires copies of birth certificates, passports and, where relevant, divorce decrees or death certificates of deceased spouses. Fiji requires the same plus a certificate of single status or no legal impediment for non-citizens, and English translations where applicable.
How do guests actually get there?
This is where Fiji's advantage is structural, and it depends entirely on where your guest list lives.
From New Zealand, Rarotonga is excellent. Air New Zealand publishes the Auckland nonstop at just under four hours. Cook Islands Tourism describes daily Auckland flights with up to three daily in the June-to-October peak — though Air New Zealand's own route page describes the daily Auckland service as operating seasonally between June and October, so the two conflict and you should check live schedules. Jetstar also flies Auckland on Mondays, Thursdays and Saturdays, and Air New Zealand runs a seasonal Christchurch service May to October, up to three times weekly, at 4 hours 40 minutes.
From Australia, Rarotonga is thin. Jetstar publishes direct Sydney services in six hours, four days a week, and Brisbane three days a week. That is two Australian gateways.
Fiji Airways serves seven Australian cities — Sydney, Melbourne, Brisbane, Adelaide, Canberra, Cairns and the Gold Coast, the last of these launched 11 June 2026 at just over three hours — plus Auckland, Christchurch and Wellington. Air New Zealand, Virgin Australia and Jetstar also publish Nadi services.
The practical test: if your guest list is Melbourne, Adelaide, Perth or Canberra, Fiji is one flight and Rarotonga is two. Our guide to getting guests to Fiji has the detail.
What does each cost?
Both are cheap-licence markets, and the published package floors are closer than the air access.
The Edgewater Resort & Spa in Rarotonga publishes an All-Inclusive Wedding Package at 9,999 for a minimum 30 guests, including five nights beachfront plus registry office transfers and the marriage licence; a Gardenia package at 3,899; a Tipani package at 1,999 including the licence and certificate; and a Renewal of Vows at 1,099. The page does not state a currency, though the Cook Islands transacts in New Zealand dollars.
Plantation Island Resort in Fiji publishes a Romantic Lailai and a Renewal of Vows at FJD 1,510 each, Vakamau Inclusive at FJD 8,036 for 20 adults over four nights, All Inclusive at FJD 12,195 for 30 adults, and Deluxe Inclusive at FJD 16,416 for 30 adults over five nights.
Neither tourism board publishes accommodation rate guidance, so a like-for-like accommodation comparison is not possible from official sources. One new Fiji cost to ask about: a 5% Tourism Services Tax took effect on 1 September 2026 for operators above a FJD 2 million turnover threshold, on top of 12.5% VAT.
Is the weather risk different?
No. Both sit in the southwest Pacific cyclone basin, and the regional authority — RSMC Nadi, which is the Fiji Meteorological Service — puts the season at November to April with peak activity January to March for the whole region including the Cook Islands.
Neither the Cook Islands Meteorological Service's own season statement nor a Cook Islands-specific official figure was reachable when we checked, so we are using the regional figure for both destinations rather than inventing a local one.
On dry season, Cook Islands Tourism publishes April to November as the drier months at an average 26°C, and recommends April, May, September and October as the best balance. That maps closely onto Fiji's own dry season. Read cyclone season and your Fiji wedding and dry season vs wet season for the Fiji detail.
Will the marriage be recognised at home?
In the ordinary case, yes for both. New Zealand's government guidance states "most overseas marriages are valid in New Zealand". Australia recognises a marriage valid where it happened and valid as if it had occurred in Australia — which is worth noting given the Cook Islands' minimum age of 16, an interaction no official page addresses and which is a question for a lawyer rather than a planner.
Cook Islands Tourism's claim that "Cook Island marriages are legally binding worldwide" is tourism-board wording, not a legal source. This page is guideline information only — confirm with the Cook Islands Ministry of Justice, the Registrar-General's Births, Deaths and Marriages Registry at Fiji's Ministry of Justice, and your own registry at home. The verdict
Choose Rarotonga if your guests are almost all in New Zealand, you want the shortest possible waiting period, and a single small island with one main strip of resorts is the point rather than a limitation. It is quieter than Fiji and it does not pretend otherwise.
Choose Fiji if any meaningful part of your guest list is in Australia, you want to choose between island groups rather than between resorts on one island, or you want a resort chapel, an overwater setting or a private island — none of which Rarotonga offers.
The decision usually comes down to a single question: where do your guests fly from? Everything else is a secondary preference.
Next step: start from the Fiji wedding guide, narrow by region in Fiji wedding venues, and compare regional pricing in Fiji wedding cost by island. If Plantation Island is a contender, its directory page carries the published packages; Rosie Holidays and Events Fiji handle planning across the western resorts and islands, and Celebrant Fiji covers Nadi, Denarau, Lautoka, the Mamanucas and the Coral Coast.
