Pacific Harbour is the resort precinct at Deuba on Viti Levu's southern coast, roughly two and a half to three hours from Nadi and about an hour from Suva. Tourism Fiji calls it Fiji's Adventure Capital, and it earns that: Beqa Lagoon shark diving, Navua River rafting, ziplining and an 18-hole golf course sit within 25 minutes of each other.
It is also Fiji's most under-used business-events base, for one reason and one reason only — the drive from Nadi. This guide gives you the honest version of that drive, and what you get at the end of it.
Where exactly is Pacific Harbour?
On the Queens Highway at Deuba, near Navua, in Serua Province, facing Beqa Lagoon. The local naming is layered and worth getting right: resort addresses read "Queens Highway, Deuba, Pacific Harbour", postal addresses often read "Deuba", and the wider district is Navua. Tourism Fiji's own destination page uses only "Pacific Harbour".
Beqa Island — pronounced Benga — sits just offshore. Tourism Fiji describes it as "a short boat ride from the mainland", famous for its firewalkers and for Beqa Lagoon, "one of Fiji's top dive spots".
How long is the drive from Nadi, really?
This is the single most important fact about Pacific Harbour, and the published figures disagree substantially. We are giving you all of them, because the spread is 50% and that is a material planning difference.
| Source | Published time | Nature of journey |
|---|---|---|
| Nanuku Resort | "just over two hours" | Private car with chauffeur |
| Tourism Fiji | "two and half hour's drive from Nadi" | Direct drive |
| Royal Davui Island Resort | "approximately 3 hours" | Private road transfer |
| Beqa Lagoon Resort | "3-hour scenic road trip along the Coral Coast" | Road transfer |
| Pacific Transport timetable | 2h 55m – 3h 15m | Scheduled stopping express coach via Sigatoka |
Note what the bottom row does to the top row. The scheduled coach — which stops at Sigatoka and Navua — takes 2h55m to 3h15m. If a stopping public service matches the slowest "private transfer" claim, the two-hour figures are optimistic.
For a group movement, budget three hours. That is the planning number. Tourism Fiji's 2.5 hours is a reasonable car figure; a coach with 40 delegates and luggage will not beat it.
From Suva it is much shorter: the scheduled coach runs Suva to Pacific Harbour in 1h 05m on every service, in both directions. Oddly, Nanuku Resort quotes "approximately 90 minutes" for a private car from Suva — longer than the stopping coach, which probably reflects measuring from central Suva in traffic.
| Other transfers in the precinct | Published time |
|---|---|
| Pacific Harbour to Royal Davui Island Resort | Speedboat, ~35 minutes |
| Pacific Harbour to Beqa Lagoon Resort | 45-minute boat; no night transfers |
| The Pearl Resort Marina to Beqa Island | 30 minutes by boat |
| Nadi to Nanuku Resort by charter | 30-minute flight to Nanuku's own airstrip, then a short transfer |
| Nadi to Royal Davui by air | 30-minute domestic flight + 35-minute speedboat, FJ$550 per person one way |
| Nadi to Royal Davui by helicopter | ~35 minutes, from FJ$1,780 per person one way, minimum 2 passengers |
| Pacific Harbour to ZIP Fiji | 25 minutes, with a free round-trip shuttle from Pacific Harbour and Suva |
Royal Davui is the only property in the precinct publishing transfer prices. Its transfers operate in daylight hours only, and international arrivals must land before 2.00pm to connect the same day — a constraint that quietly rules out several Australian and North American arrival times.
What is Pacific Harbour known for?
Beqa Lagoon shark diving is the headline, and it is genuinely world-class. Beqa Adventure Divers, based at Fairway Place in Pacific Harbour, has been "protecting Shark Reef for over 20 years" and runs the Fiji Shark Lab. Published rates, valid through 31 December 2026:
| Dive | Price (FJD) | Days |
|---|---|---|
| Fiji Shark Dive (2-tank) | 500 | Mon, Tue, Thu, Fri, Sat (morning) |
| Soft Coral / Wreck (2-tank) | 475 | Wed, Sun (morning); Mon, Tue, Thu, Fri (afternoon) |
| Snorkelling | 100 | — |
| Shark Reef Marine Reserve levy | 25 per day | Compulsory |
| Fuel surcharge | 20 per day | — |
| Equipment hire | 30 per item or 50 full package per day | — |
Discounts of 5% apply at three or more days and 10% at five or more. The dive runs two descents — the first at 30m, 10m and 4m, the second at 25m or 15m depending on conditions — with up to eight shark species, including bull, tiger, silvertip, tawny nurse and sicklefin lemon.
Two numbers matter for groups: bookings are capped at 20 clients on the shark dive, and all divers must hold scuba certification, with anyone under 30 logged dives assigned a dive master. For incentive programmes, that 20-person cap means a 60-person group needs three days or three boats, and boat capacities and charter prices are not published. Enquire early.
The Navua River carries the soft-adventure programme. Tourism Fiji lists bamboo rafting on a bilibili, river tubing, and Class II–III white water rafting on the Upper Navua, noting that rafting "tours only run 3 times a week (Mon, Wed, Fri)" — a scheduling constraint worth knowing before you promise it to delegates. Rivers Fiji runs the Upper Navua rafting and Middle Navua kayaking within the Upper Navua Conservation Area, though it publishes no day-trip prices or departure times.
Ziplining. ZIP Fiji's Pacific Harbour site is 25 minutes inland — not at Pacific Harbour itself, which matters for your run sheet. It publishes eight ziplines, a longest span of 235 metres, nearly 2km of total airtime across five tree platforms and four ground platforms, and a free round-trip shuttle from Pacific Harbour and Suva. It operates in most weather bar lightning, high winds or especially heavy rain.
Golf. The Pearl Resort publishes an 18-hole course on site. One caution for anyone planning a tournament: trade press reported on 1 October 2026 that Fiji's Department of Town and Country Planning gave conditional approval in January 2026 to a subdivision plan that could scale the course down from 18 holes to accommodate 61 residential lots, with an environmental impact assessment still required. That is trade press, not a primary source — confirm the course's current configuration with the resort before you build a golf programme around it.
Other activities on Tourism Fiji's list: a four-hour jet ski safari to Beqa departing 8.00am daily, dune buggy tours into the hinterland, and sportfishing in Beqa Lagoon. Discover Fiji Tours and Coral Coast Divers are both based in the precinct, and Kila Eco Adventure Park appears on Tourism Fiji's list — though its own domain currently redirects in a loop, so confirm by phone that it is trading before you book a group in.
Where do groups stay?
| Property | Rooms | Event capacity |
|---|---|---|
| Nanuku Resort | 15 suites and 22 villas & residences, on a private 500-acre coastal estate with its own airstrip | 6–120 guests. Published venues: Club House Lawn 100 cocktail/dinner; Kanavata Bar & Lounge 60 ceremony / 100 dinner; Sunset Deck 60/60; Meke Room 30/40; Tabua Room 30/40; Owner's Residence 24/30 |
| The Pearl Resort | Not published | Conference Centre up to 300 delegates; Multimedia Room 20 U-shape or 10 cinema; Country Clubhouse up to 130 with canal and fairway views |
| Yatu Lau Lagoon Resort | Not published; four categories to Penthouse | Three conference venues holding up to 200, event space seating "up to 250 guests" |
| Uprising Beach Resort | Not published; Deluxe Bures, Commodore Villas, a 22-guest Treehouse Dormitory | On-site event coordinator; ceremonies "maximum 20 people". No conference capacities published |
| Beqa Lagoon Resort, Beqa Island | 25 bures, 12 with private plunge pools, 4 family suites, across 10 acres | Not published |
| Royal Davui Island Resort, own island | 16 villas, each with a plunge pool. Guests 16 and over only | Not published. Wedding packages FJ$5,220 to FJ$9,395 |
| Lalati Resort & Spa, Beqa Island | 14 villas and suites | Not published |
The Pearl's 300-delegate conference centre is the precinct's capacity anchor, and the only room in the area that can host a mid-size plenary. The catch is that The Pearl does not publish its room count — nor do Uprising or Yatu Lau — which for a conference base is the number you need first. All three require a direct enquiry.
Nanuku is the only property publishing a full inventory and a proper venue capacity chart, and for incentive groups of 40 to 100 it is the most legible option in the precinct. Couples who marry there receive a complimentary one-night anniversary stay annually, indefinitely.
One correction worth making: Toberua Island Resort is often grouped with the Beqa resorts. It is not in this precinct — it sits in Fiji's Outer Islands in the Lomaiviti Group, east of Viti Levu, reached via Suva and the Anitioki Village Jetty, around four and a half hours' drive from Nadi.
Is Pacific Harbour wetter than Nadi?
Yes, structurally — and this is the trade-off for the adventure inventory.
There is no Fiji Met Service station at Pacific Harbour, Deuba or Navua, so the nearest published proxy is Nausori Airport on the Suva side. Tourism Fiji states the big islands are "generally wetter in the eastern regions", with the western regions drier.
Comparing recorded actuals over the 12 months to August 2026:
| Month | Nadi (mm) | Nausori (mm) |
|---|---|---|
| Sep 2025 | 1.6 | 93.2 |
| Oct 2025 | 65.1 | 40.5 |
| Nov 2025 | 219.1 | 350.2 |
| Dec 2025 | 241.2 | 365.9 |
| Jan 2026 | 225.3 | 334.9 |
| Feb 2026 | 199.9 | 262.7 |
| Mar 2026 | 440.3 | 135.5 |
| Apr 2026 | 403.6 | 283.8 |
| May 2026 | 110.9 | 448.7 |
| Jun 2026 | 40.0 | 69.2 |
| Jul 2026 | 2.7 | 18.0 |
| Aug 2026 | 19.6 | 96.2 |
Nausori recorded more rain than Nadi in 9 of 12 months, and the gap is widest in the dry season — exactly when conferences and weddings cluster. July: 2.7mm at Nadi against 18.0mm at Nausori. August: 19.6mm against 96.2mm.
These are single-year actuals, not averages, and Pacific Harbour sits between Nadi and Suva rather than at Nausori, so treat this as direction rather than measurement. The planning conclusion is sound either way: budget for rain at Pacific Harbour in any month, and insist on a named indoor alternative for any outdoor element. See wet-weather contingency planning for outdoor programmes in Fiji.
Who does Pacific Harbour suit?
Incentive groups of 40 to 120 who want genuine adventure content. Nothing else in Fiji puts world-class shark diving, grade II–III rafting, ziplining and golf inside 25 minutes. See Fiji incentive set-pieces and team building in Fiji that isn't embarrassing.
Suva-based events wanting an offsite day or an overnight. At 65 minutes from the capital, Pacific Harbour is Suva's natural escape, and far closer than Denarau.
Conferences up to 300, at The Pearl, on the understanding that the Nadi transfer is a three-hour each-way commitment that eats a day at both ends of your programme.
It suits short conferences badly. If your delegates are in Fiji for two nights, do not spend six hours of that on the Queens Highway. Stay near Nadi or on Denarau Island.
Should you arrive via Nausori instead?
In principle, yes — Nausori is 23km from Suva and about an hour from Pacific Harbour. In practice, almost nobody does. Nadi receives most of Fiji's international flights, serves 20 airlines and connects 15 international cities; Nausori handles a smaller volume, and which international carriers serve it, and from where, is not published anywhere we could find.
Every resort in the precinct that publishes transfer arrangements quotes them from Nadi. The practical options are the three-hour road transfer, or, for the island resorts, a 30-minute domestic flight to Suva and a boat.
